Why community response#

Two hundred people. The health centre eleven kilometres away, the hospital forty-seven, one Guardia Civil post for dozens of villages like this one. That’s the operating environment, and it isn’t going to change.

The gap nobody covers#

Spain solves the vertical problem well. 112 sends the right service. AlertCops puts an SOS button through to the police. Teleasistencia gives a frail resident a pendant that reaches a staffed call centre. Every one of them alerts a professional somewhere else — which is what they’re for.

Meanwhile the ambulance is still driving from Sahagún, and nobody has opened the door, moved the car blocking the alley, gone round the back where the smoke is, or taken the plate of the van that just left.

That’s the first ten minutes. It isn’t police work or medicine, it’s presence — and only the people already in the village can supply it.

From luck to design#

Villages already do this. Someone bangs on a door, a phone tree starts, ten people appear at a field fire because everyone saw the smoke.

What’s missing is reliability. It depends on who was looking out of a window, who had their phone, who knew who to ring. On a bad day the alarm never gets raised at all, because the person who needed help couldn’t reach a phone — or didn’t want to bother anyone.

Escudo makes it repeatable: neighbours who said yes in advance, one way of raising the alarm a frightened person can operate, one message everyone gets at the same second, and rules agreed before the emergency rather than during it.

It isn’t mainly about crime#

The project started with thieves working elderly people in rural León. Thirty minutes after the research was commissioned, a field caught fire outside the village.

The same network answers a fall, a stroke, a fire, a missing person or a neighbour nobody has seen for two days — the four kinds of emergency. Building it around crime alone would leave out most of what goes wrong, and a group that exists to watch for suspicious people eventually finds them. Build it around helping, and the watching takes care of itself.
